00:00:03For most americans, stories of teenage girls being trafficked in america seem incredible.
00:00:10>> People who are even college educated think trafficking only happens in india and china.
00:00:15Just because you make $100,000 a year and live in a fancy house doesn't mean that it won't happen to your kids.
00:00:23>> By all accounts the picture perfect streets of birmingham, michigan are an ideal place to raise children.
00:00:28It's hometown usa.
00:00:31>> I was an irish catholic, middle class girl that lived in the suburbs.
00:00:36I had a nice family and went to church.
00:00:40I was a good kid.
00:00:41I did not party and I wasn't loose.
00:00:47I was just a normal, every day kid.
00:00:48>> Back in 1981, teresa flores was a 15-year-old high school student.
00:00:51That's when her family relocated from a small rural town to this upscale suburb outside detroit.
00:01:02>> I think it was the hardest move that we made.
00:01:03>> Teresa's family moved every year as her father, an executive, climbed the corporate ladder.
00:01:09In 1981 that meant a new house, new friends, and starting a new life in a new high school.
00:01:12Unlike the small, rural high school she had attended, her new high school had thousands of kids who teresa considered exotic, including a junior named daniel.
00:01:23>> He was very flashy and wore like ralph lauren pants that were ironed and lots of gold jewelry and nice smelling cologne.
00:01:34I was drawn to it.
00:01:37>> One day daniel offered teresa a ride home.
00:01:40>> I thought he was amazing and jumped at the chance like any 15-year-old girl would do and said sure.
00:01:48>> On the way home she says daniel stopped to show her his house and took teresa to an upstairs bedroom.
00:01:53>> One thi led to another.
00:01:53He kissed me.
00:01:56I'd always known when to tell somebody to stop and he didn't and I kept getting louder and pushing him and trying to get him off me and he wouldn't stop until it was too late.
00:02:10>> For teresa, an obedient catholic girl, the rape was devastating.
00:02:14>> That was the most important thing to me in the whole wide world was my virginity.
00:02:19My religion was so important to me that this shame that that carried with it was huge.
00:02:27There was no way I wanted my mom to know that that had happened.
00:02:30>> In a state of shame and shock, teresa was approached by daniel a few days later at school.
00:02:38>> He said, I need to talk to you after school.
00:02:40And I was like, no way.
00:02:43I remember last time what happened.
00:02:47And he said, no.
00:02:47I need to talk to you.
00:02:48>> Against her better judgment, teresa met daniel.
00:02:51To her shock, teresa says daniel showed her pictures of the rape that his cousin took while hiding in the bedroom.
00:02:56>> It looked like very compromising pictures.
00:02:59It didn't look like there was a struggle.
00:03:01>> You can traffic your next door neighbor and that is happening to many of our youth.
00:03:04 attorney erica McDONALD SAYS AS SHOCKING AS IT May seem to most americans it's not unusual for girls to be trafficked out of their homes.
00:03:14>> People hear trafficking and think it involves transportation.
00:03:16It doesn't.
00:03:18>> Over the last two decades she has prosecuted numerous cases where men used every means possible to control teenage girls.
00:03:26>> With each one of these individuals there is something that has made them vulnerable to the trafficker.
00:03:32>> Teresa says that daniel's two cousins threatened to show people the pictures.
00:03:36And she had to earn the right to get her pictures back.
00:03:39She had no idea what that meant until she got a call a few days later.
00:03:44>> He said, you know, this is daniel.
00:03:47And you need to come now.
00:03:48I was like, are you crazy?
00:03:49What are you talking about?
00:03:50It's midnight.
00:03:52And he's like, babe, they want to see you now.
00:03:54I'm like, how?
00:03:56I'm in my room.
00:03:56I'm in my house.
00:03:57My parents are here.
00:04:00And he said, find a way.
00:04:02>> Barefoot and still wearing pajamas teresa sneaked down the stairs and out her patio door.
00:04:08Daniel drove her back to his house and led her down to an opulent basement.
00:04:13>> There were a bunch of men THERE PROBABLY ALL IN THEIR 20s AND 30s.
00:04:18>> Daniel's older cousins approached her.
00:04:21>> You'll do what we say whenever we say and when we're done we'll take you home.
00:04:26>> The cousins led her to a bedroom where for two hours they beat and raped her.
00:04:31Daniel drove teresa home.
00:04:32It was 4:30 in the morning.
00:04:34>> I was sore.
00:04:36I was bleeding again.
00:04:38I was -- it was terrible.
00:04:39I could hardly walk.
00:04:45So then I went to bed and got up two hours later to go to school.
00:04:51>> Teresa says she realized daniel and his cousins were no ordinary teens.
00:04:53They were part of some kind of criminal network.
00:04:57Flores says that three to four nights a week the boys would pick her up past midnight and use her to service them and their clients.
00:05:04Most nights they took her to the same basement, where up to a dozen men would be waiting for her.
00:05:10She says sometimes they drove her to different houses where she was raped and sodomized for their pleasure.
00:05:17>> I was fully there as a material object.

00:05:29>> Patrick, theresa's younger brother, recalls his sister's radical personality change during their years in birmingham.
00:05:35>> But I didn't realize completely at the time.
00:05:37But in retrospect, yeah.
00:05:38I could definitely, I can definitely see exactly what happened.
00:05:43>> For almost two years, teresa says physical abuse and psychological terror drove her to consider suicide.
00:05:49>> I was very withdrawn and quiet.
00:05:52I was exhausted.
00:05:56Inside you're crushed.
00:05:58>> Ashamed and scared for her life, and the safety of her young brothers, teresa kept her nightmare a dark secret.
00:06:07In retrospect, teresa says the hardest feeling to overcome is her anger at her teachers.
00:06:12>> I went from being a b student to a d student and somebody should have seen that.
00:06:19How many days I missed from school because I was constantly not wanting to be there and saying I was sick and trying to come up with every excuse i could to miss school.
00:06:28>> These guys had a reputation in that school.
00:06:31You know, the teachers were afraid of them, the principal.
00:06:34Nobody ever did anything.
00:06:35And that was the thing.
00:06:36The teachers just would turn their backs.
00:06:42They just -- it was absolutely terrible.
00:06:44>> There was, one time a security guard and he saw me being slammed up against the locker door and being spit on in my face by two older guys.
00:06:56And they walked away laughing.
00:06:59They grabbed me and shoved me in the car.
00:07:02I was smacked across the face.
00:07:03Some kind of liquid was being shoved in my mouth.
00:07:07Did you see that?

00:10:47>> Victims for whatever reason are extremely reluctant to testify, extremely reluctant to disclose not only to law enforcement but even to those close around them.
00:10:58>> PROSECUTOR erica McDonald says victims of sex trafficking are often reluctant to seek help.
00:11:07>> The reluctance can come from a number of things -- from shame, from fear of law enforcement, from a cultural belief that what they're involved in makes them less of a person.
00:11:15>> I was just so full of shame that this was happening.
00:11:18I was scared to death that they'd find out.
00:11:21And then what would happen?
00:11:22>> Teresa's brother knew nothing about what was happening to his sister.
00:11:27But understands today why she kept quiet.
00:11:30>> People would continually say why wouldn't you tell somebody?
00:11:35Because we didn't have parents that you could talk to.
00:11:40>> A lot of people think I made that choice.
00:11:41I could have said no.
00:11:43I could have told somebody any time.
00:11:45They don't understand a kid's mindset.
00:11:48And especially when they're being psychologically tortured and physically tortured night after night.
00:11:55>> Teresa says her torture included being whipped, burned with cigarettes, gang raped, and sodomized.
00:12:02Often she would pass out from the pain.
00:12:07Teresa says one night changed the course of her enslavement.
00:12:09It was on that night when she was called outside by a group of drunk boys who were friends of daniel.
00:12:14>> They grabbed me and shoved me in the car.
00:12:22At that moment, you know, i found my inner self, my real self came through.
00:12:24I'm like I got to get out of here.
00:12:25I don't care.
00:12:26Get me out of here.
00:12:29And that was the wrong reaction to have and was smacked across the face, was, you know, some kind of liquid was being shoved in my mouth.
00:12:41>> Terrified, teresa says instead of daniel's basement, the boys drove her to a shabby motel somewhere in detroit.
00:12:50>> And it was just one of those cheap, nasty, disgusting hotel rooms.
00:12:53The room was so packed full of guys you could hardly see.
00:12:57>> Teresa says that night was the worst of her life.
00:13:01>> And it was, you know, one after the other after the other.
00:13:05>> She says over 20 men proceeded to gang rape and beat her until she finally passed out.
00:13:13>> When I woke up, you know, i was just there naked and bloody and I had to throw up and I ran into the bathroom and I fell because I couldn't -- my body couldn't carry me.
00:13:26There was so much pain.
00:13:30>> Weak and dazed teresa found her soaking wet pajamas in the shower and dressed herself.
00:13:35With no shoes she wandered into an all night diner at the end of the motel.
00:13:41>> And the only person in two years that ever helped me was this little waitress in this motel.
00:13:48And she said, can I help you?
00:13:52And I didn't know what to say.
00:13:54How can you help me?
00:13:55What can you do for me?
00:13:59And I didn't know -- I wanted to take her help but I didn't know what to do.
00:14:02>> Teresa says the waitress called the police.
00:14:04By the time the officer drove teresa home and woke her parents, it was early dawn.
00:14:08>> I was sitting at the top of the stairs.
00:14:10My parents had already gone downstairs.
00:14:12I heard a police officer talking.
00:14:14They were in the foyer.
00:14:16And I heard him tell my parents.
00:14:22He said, you have no idea what your daughter is involved in.
00:14:24We know what's going on here.
00:14:26Your daughter is not -- she almost died tonight.
00:14:28>> They thought I was out having a good time partying.
00:14:34And they didn't notice, that i didn't have shoes on, that I was -- my pajamas were soaking wet and torn.
00:14:41>> The officer tried to explain to teresa's parents that this wasn't a simple case of a partying teen.
00:14:48>> He got really loud with her and corrected her.
00:14:50He was like, no.
00:14:50You don't get it.
00:14:52Your daughter is -- your entire family is in serious trouble.
00:14:56And you're in danger and you need to get out of here.
00:14:58You need to move.
00:15:00You need to do whatever it takes to get your kids out of here.
00:15:04Before leaving, teresa says the officer took her aside and asked her to help him prosecute the gang.
00:15:09>> He said, I know what happened.
00:15:12And I need your help and we can stop this.
00:15:15But I -- there was no way i could do.
00:15:19>> Teresa says any chance that she would cooperate with police and press charges evaporated the next day.
00:15:25>> I stayed home from school.
00:15:28My mom let me, you know, stay there and she was furious at me.
00:15:31And she didn't knock on the door.
00:15:34She didn't, you know, she was mad at me.
00:15:37She was really, really mad that I had been out and that, you know, I came home when the sun was coming up and the policeman brought their daughter home to their nice house and just hoped to god that nobody saw.
00:15:52And it was like all the things that I had thought that would happen if they found out came true.
00:15:59>> That day teresa says the family dog mysteriously disappeared.
00:16:04When her phone rang she picked it up.
00:16:06>> I heard a dog bark and i heard a gunshot go off.
00:16:12And I just knew right then and there that they had been behind it and I actually took the business card from the policeman that he had left me that morning and I tore it up and I threw it in the trash.
00:16:24>> Any family can be affected.
00:16:27It is not uncommon for the parents to believe, not my child.
00:16:33Not my kid.
00:16:34But what I've seen in prosecuting these cases, in speaking with families over the years that I've been doing this is that it could be anybody.
00:16:43>> Teresa says her torture by these boys ended when her family relocated to the east coast but it would be another decade before she could share her torment with her family.
00:16:53And though it's too late to prosecute anyone, she decided to speak out.
00:16:57>> We're so proud of her.
00:16:58She wants to make a difference in one girl's life and save that person from what she had to go through.
00:17:04>> Years passed.
00:17:06Teresa married, raised a family of her own, and became a social worker.
00:17:11Two years ago when her daughter turned 16, flores decided to work to prevent trafficking.
00:17:18>> When we think of modern day slavery and trafficking we think of asian women.
00:17:25We should also think of female slave and trafficking when they look at me.
00:17:29>> It's a violation of the law.

00:21:14>> It's thursday night and oakland pd's human trafficking task force gears up for an undercover sting.
00:21:21>> The undercover officers will be out there in these vehicles in high prostitution areas cruising around.
00:21:27>> Tonight oakland's task force will send six new undercovers out on the streets to pose as johns looking to pay cash for sex.
00:21:35>> The mission is to arrest the prostitutes in violation of the law and/or probation.
00:21:39>> Their target, underage prostitutes, many featured on websites.
00:21:44>> The younger the girls the better.
00:21:47And particularly if you see somebody under 18, or you believe is under 18, we'll try to concentrate on that person.
00:21:54>> Sergeant tom hoganmiller knows arresting girls is controversial but he feels the end justifies the means, a last ditch effort to save underage victims before they are caught forever in the web of brutal pimps.
00:22:08>> It is sickening and when you get these young girls, you know you'll do everything you can to keep them off the street even if that means placing them or incarcerating them and then we've got to do it.

00:22:57What we'll do is take these guys out and get their feet wet.
00:23:00Let them try and pick up some girls and see what it's like to follow a car and that kind of thing.
00:23:07>> Detective jim saleda is an eight-year veteran of the task force.
00:23:12Tonight he'll be working closed cover keeping a protective eye on the undercover cops posing as johns.
00:23:17>> Again, if shots are fired be mindful you always want cover.
00:23:22>> Tonight's sting requires two dozen officers and nine cars.
00:23:26>> And if there is an officer down we'll react to the threat as we just talked about.
00:23:31We actually have one of our close cover officers, plain clothes officers, who was watching the incident, be approached by two guys and he tried to rob them at gun point.
00:23:39A gun fight ensued.
00:23:43We've had a male officer just recently shot at by a female prostitute.
00:23:49So you name it, it's happened.

00:23:52When the task force hits the streets.
00:23:56>> Run up and down a few blocks and see what's out there.

00:24:36>> Signaling the arrest team to swoop down and make the bust.

00:24:42>> As the police close in the subject makes a half hearted attempt to flee.

00:24:57>> The woman is easily arrested and she's done for the night.
00:24:59But the task force is just getting started.
00:25:02>> She's running up to meet him in the alley.
00:25:05>> Moments later, just a few blocks away, they nab another one.
00:25:09It's business as usual on the streets of oakland.
00:25:13>> Female black, looks like pink shirt, white shorts.
00:25:15We got her last time.
00:25:18>> Then the officers find something that really captured their attention.
00:25:22>> Hey, those girls are really young.
00:25:25>> Three girls who appear to be juveniles out on a stroll.
00:25:27>> All right.
00:25:28Pulling up alongside of them.
00:25:30Still rolling.
00:25:31>> The undercover officer attempts to solicit the girls but they don't respond.
00:25:36>> They're walking away.
00:25:38>> They're scared right now.
00:25:43>> For now the task force must move on.
00:25:45There are plenty of players to round up.
00:25:47>> She's standing on the south corner right now.
00:25:49Try and set up on her.
00:25:51>> Including this woman and her pimp.
00:25:56>> I think her pimp is right behind me parked in the buick.
00:26:00He's honking at her and calling on her cell phone right now.

00:26:06>> As the arrests mount word of the police presence begins to spread quickly on the street.
00:26:13That's when officers witness the three girls they believe to be juveniles warning other girls that the heat is on.
00:26:21That's all they need to arrest them for interfering with the operation.
00:26:26Back at the station the girls are booked and the officers' hunch about their age sadly confirmed.
00:26:32They are just kids caught up in a very dangerous game on the streets of oakland.
00:26:37Chances are the girls arrested tonight will be back out on the streets tomorrow and in many cases not because they want to but because they're too scared to defy their pimps.
